Personally, I don't think so. IE11 is only for Win8, Win8.1 with full use and on Win7 somewhat restricted because IE11 was designed for 8. I'm talking about the security measures like not playing outdated FLASH and JAVA, or how FLASH Player is updated through Windows Update on Win8 and above. And the Smart Screen Filter was set to System Wide or how it has been interwoven into the Desktop Search like Ubuntus' DASH.

I wonder, if it will be Chromium based, because MS does not have the manpower to build a browser from the scratch and if it's gonna be developed by the current IE team, then it will go back to bad old school mistakes.

That would be a good possibility. Microsoft CEO Nadella has said "Microsoft loves Linux" and Chromium is a Linux distribution....?:thumbsup:

Well, I guess if they do plan to give it to all versions...then they will have to do some updating.
