Best program to build a website?

Hello,
I am currently in development of creating a website and I am horrendous at Photoshop,
is there any programs out there that I could purchase or download to make me building a website a little easier,
I am wanting to make a Responsive HTML5 & CS3 website.

Any reccommendations is appreciated.

You have the paid programs, such as Adobe Dreamweaver. But they cost $$$$.

I would advise you to at least learn some HTML, and CSS. The WYSIWYG is nice, but you can get more control if you know a bit of those also.
