So I ended up inheriting a Windows 7 64-bit computer, and unfortunately I can't install any files without the administrator password. I burned a system repair disk from another Windows 7 64-bit computer, and when I put it in nothing happens. Is there some key to running it that I'm missing?

Maybe I shouldn't say this, but NO you don't need a system repair disk. Your system is NOT Broken.
What you need is a Boot Disk with the Password Removal Tool on it.

Every professional computer tech should have one. Take your PC to a pro and get that PW removed.
Then you can boot up normally. A real Pro may require you to provide proof of ownership.
Once into Windows, you can either reset a new password to your liking, or not, as you wish.

You didn't state your location, but I see from the time that you're in the Eastern US. If you're close by
I can fix that problem for you.

Good Luck,

I actually tried restarting the computer to see if it would run the disk, and discovered that there were 2 accounts, user and admin. Managed to guess admin password from hint. Problem Solved
