    That's basically it.
Microsoft has never supported installing Windows to an external drive. The only exception being Windows 8 Enterprise edition. This is not a retail product but available only to large organizations with bulk licensing.

USB drives have some characteristics, aside from being slow, that make them unsuitable for installing Windows. Also be aware that Windows 8 has some specific CPU requirements that may not be met with an older computer.

I can assure you that 1.7Ghz and 1GB RAM is enough (nice minimum to begin with) for starting a Win8 install. It has been tested.
Then again some old CPU's might not work at all so you got a point. Trying it out is the final answer.

What you will lack without Vt-x or SLAT on the CPU are advanced virtualization features like Hyper-V that are included on 64bit Enterprise edition.

If your processor supports PAE and NX and all that, yes you should be able to fit a 32 bit version of Windows 8 successfully into an 8 gig flash drive, maybe.

When I say maybe, I mean, by hairs. Windows for some reason demands about 13-16ish gigs for the 32 bit version, but it can fit fine in about 7-8 gigs just ok. Same goes with 64 bit version of Windows 8, it can fit about 8-9 gigs of space versus 20. You will need to install Windows 8 in a virtual hard drive, copy it onto your flash drive, and edit boot entry setting to make that bootable. USB 2.0 will just be dreadfully slow, usable yes, especially when you are fully loaded and things are in the RAM or a local page file on the PC's hard drive; but yours might not be the same situation.
