Making an iOS App

I'm running Windows 8 on all of my PCs and I'd like to develop an iOS application. I am currently building a Windows app, but any way I could run Xcode, a program unique to Macs, on my computer? My first solution was to run a VM of Snow Leopard and upgrade it to Lion, as I bought a disk for $20 and ran it in Virtualbox to see I got this error:

VT-x/AMD-V hardware acceleration is not available on your system. Certain guests (e.g. OS/2 and QNX) require this feature and will fail to boot without it.

No luck! Happened on 2 of the PC's, going to try the rest. Any tips beside upgrading any parts, such as emulating a Mac OS X program?

Have you changed the AMD-V/VT-x settings in the Virtual Machine Settings? It was usually on the processor section.
