I'm still a little worried about my heat sink. The person that built this computer said that the heat sink might be broken, but the fan is running when the computer is on. Does that means the heatsink is okay, or is there more to it than that?

Not to be rude but what is the price for the refurbished i7 870. (it is not 299 bucks in the link i suppose)

For that money you can get a fourth generation Haswell Processor from 2014 with a new motherboard in which you can re-use your current memory modules.
    Intel Core i5-4690 Haswell Quad-Core 3.5 GHz LGA 1150 84W BX80646I54690 Desktop Processor Intel HD Graphics 4600 - Newegg.com

Motherboards compatible Components, Motherboards, Intel Motherboards - Newegg.com

Than you have a new motherboard which is windows 8.1 ready and you can re-use your memory with a much better and faster CPU.

Do you now if it is the boxed version means included with cooler and heatsink.
Or the Cpu tray version, means without cooler and heatsink. Then you also have to buy tube of heatsink and a aftermarket cooler or re-use your old cooler.

it comes with thermal paste, but that's it. I'm pretty sure my heatsink is fine because the fan still spins when the computer is on, but if the fact that my current CPU overheated means that my heatsink is broken in some other way, then I'll buy another one since they're only ~$12. When you say cooler do you mean thermal paste, or is cooler referring to something else?

In Europe were saying Cooler and Coolingpasta but i believe in the USA there using Heatsink and Thermalpasta or heatsinkpasta.
There is the confusing coming from.

If i were you i would now buy a tube of thermalpasta. And apply it on your current CPU to test if the temperature of the CPU are going down in this way you have tested that your old Heatsink(cooler ) is still working good.
To avoid. that if your old heatsink is faulty, your new CPU may be overheating or get damaged also.

You will need a new heatsink, that will be the reason the old CPU overheated.
Noctua, or Coolermaster do some fairly cheap, air coolers.

I just installed a new cpu (intel i7 870) and heatsink (intel stock model), and I ran prime95 for a stress test. After a few seconds of testing speccy showed the temp of cpu reaching 85C. What is going on? Is it supposed to get this hot that fast?

I'll also add that the CPU temp idles around 42-46C.
