Also, when using the guide you linked, should I be doing these steps on my healthy computer or on my brother's computer?
The official microsoft page lets you check a few things before you can create the recovery media.
The guide I posted doesn't need you to check anything, because it creates the recovery media with the system information.
Best is to follow the steps on a healthy computer to be sure its going OK.

Alright, so I finished backing up everything and talking with my brother about the issue. He said whatever needs to be done is what I need to do, so I proceeded to follow your advice and tried startup repair. It told me that "Startup Repair couldn't repair your PC". I have listed the other available options below:

    "Choose an option screen"
Troubleshoot - Refresh or reset your PC, or use advanced tools
    Turn off your PC

    "Troubleshoot screen"
Refresh your PC - If your PC isn't running well, you can refresh it without losing your files.
Reset your PC - If you want to remove all of your files, you can reset your PC completely.
    Advanced options

    "Advanced options screen"
System Restore - Use a restore point recorded on your PC to restore Windows. (no restore points found)
System Image Recovery - Recover Windows using a specific system image file.
Startup Repair - Fix problems that keep Windows from loading
Command Prompt - Use the Command Prompt for advanced troubleshooting.
UEFI Firmware Settings - Change settings in your PC's UEFI firmware.

Those are all the options I have available. From what I already know and from what you've told me, I will probably need to use either system refresh or system reset. Considering he doesn't need any files kept from refreshing, I'm leaning towards resetting, but I'll wait for your judgement call.

I doubt that refreshing works, I've never seen it working, so try resetting.

Um, now I'm a bit worried. I tried to use the reset feature, and it loaded for about five minutes and then showed me a screen I've never seen before.

"Unable to reset your PC. A required drive partition is missing."

    What now?

Start the computer normal and go to the disk management.
Make a screenshot of the disk management and upload the screenshot in your next posts.

The system is missing partitions that are required.
Open admin command prompt and type the following
    Code:
    create partition efi
    format quick fs=fat32
    list partition
list volume Note: Note the volume letter where the Windows OS is installed.
    exit

bcdboot X:\windows Note: Replace "X" with the volume letter of the Windows OS partition.

BCDBoot copies the boot files from the Windows Partition to the EFI System partition and creates the BCD store in the same partition

    My partitions,
note1: because I've 2 storage devices some partitions are double.
note2: each storage device has 2 recovery partitions, 1 of the manufacturer and 1 of Microsoft.

    Apologies, forgot this part:
    Code:
    diskpart
    list disk
    select disk 0
Type this part before the part above.

Convert the selected disk to GPT and try again."
