BSOD Driver_Not_Less_Or_Equal L1C63x64.sys

Yesterday, and this also happened a number of times before I reinstalled Windows 8.1, I got the BSOD stating Driver_Not_Less_Or_Equal L1C63x64.sys.

I use a wired internet connection and this seems to happen when I have my display extended between my laptop and my tv and I'm streaming video (I was trying to watch MLB.tv).

I thought that maybe there is a problem with having my wireless activated at the same time (the first time this happened the wireless was also activated...though not connected), the second time it wasn't.

As I said, I recently re-installed Windows 8.1. I had no problems with this until just yesterday with this fresh install. I'm not sure what new program I installed could be causing this, though.

The driver blamed in this dump file is the "rasl2tp.sys" (One of the networking drivers used for the proper functioning of Layer 2 Tunneling Protocol ) which is a part of the operating system and hence chance of it being at fault is really very less.

OpenVPN is known to cause problems on some systems. I would suggest you to completely remove this software from your system and see if the system remains stable or not.
