Please remove Trend Micro with its tool and use Windows Defender while we are troubleshooting.

I have uninstalled Trend Micro and when I try to turn on Windows Defender, I get this message: This app has been turned off and isn't monitoring your computer. If you are using another app to check for malicious or unwanted software, use Security and Maintenance to check that app's status.

Got this message: Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not supported in offline servicing scenarios.

Aha! As I thought. Your system files are corrupted. Upload the CBS.log here.
