BSOD when downloading/installing games

problem: BSOD: irql not less or equal (sometimes other errors)

when:
- When i try to download/install games it happens most frequently. last game i tried to download (guildwars 2 = 20GB) i had 5-6 crashes. i have the same problem with other games.
- also happens at the most random times when browsing sites/watching a live stream or just idle.

things i tried:
- memtest86 for 8 passes (no errors)
- removed everything from SSD, Re-installed windows 8.1 and did all updates
- updated most drivers note: I didnt get the lastest videocard driver because it made me crash even more
- did virus/malware/spyware scans
- Disabled AMD CCC and overdrive

any help would be appreciated :)

Please uninstall all AMD/ATI video stuff from Control Panel...Programs...Uninstall a program
Then, download and install a fresh copy of the ATI drivers from Global Provider of Innovative Graphics, Processors and Media Solutions | AMD (in the upper right corner of the page)
Use this procedure to install the DRIVER ONLY: ATI video cards - DRIVER ONLY installation procedure
Update Realtek PCI/PCIe Adapters.

I removed all ATI/AMD gpu related stuff and reinstalled the driver only, i also got the latest Realtek PCI/PCIe Adapter driver.

I finished memtest each ram stick seperate for 7 passes, no errors


Still getting BSOD
