BSOD after Recovery - Your PC needs to be repaired

Please help! I tried to recover to manufacturer settings.

Now I get:

Press Enter to try again (This option returns to the same screen)
Press F8 for Startup Settings (I am unable to start in safe mode - Nothing in this option does anything)
Press Esc for UEFI Firmware Settings (Passed diagnostic test for Hard Drive and Memory - System Recovery takes me back to the BSOD)
