    You shouldn't have updated the BIOS if everything was working fine when you reinstalled windows. See if you can reinstall windows again. Maybe that fixes the issue. If not, I suggest we move on to Hardware Diagnostics.

    Try formatting again and see what happens. If it doesn't get any better, post back and I will troubleshoot further.

    You have to look up for a that version on manufacturer's website. Be careful, If you're not certain what you are doing I'd suggest to take it to a repair shop.

    I agree with Softwaremaniac's advice that if you are not able to fix it, take it to a repair shop.

    And no, if you format the system, the BIOS is retained (even the updated one).
