Solved BSOD at boot error 0x0000012a -cant boot into Windows 8.1

First post on this issue.
Client computer that shows black screen with text at boot up. Cannot boot into Windows 8 (8.1?)

This is what is on the black screen;
Your PC needs to restat.
Please hold down your power button.
Error Code 0x0000012a
Parameters:

After re-boot a message shows
Prepairing Auto Repair
Diagnosing PC

PC Did Not Start correctly either with 2 options - Restart and trying any of the Advanced Options

Restart option did nothing but restart this cycle of BSOD, etc.
Advanced options to troubleshoot (Refresh, Reset, System Repair, Command Prompt are not available due to the following message:
" You need to sign in as an administrator to continue, but there aren't any administrator accounts on this PC"

No system recovery disks or Win8 Installation media available.

Any suggestions?

PS :Cannot boot into Windows 8

    has switchable - Intel/ATI - Used wrong drivers, now ATI card is inop :( Will have to fix it soon!

    I'm nearly deaf, so this isn't used often
    Monitor(s) Displays
    Touchscreen on laptop/32" Toshiba on HDMI (laid the Sharp TV on a mouse and cracked the screen!)
    Screen Resolution
    800x600
    Hard Drives
    One Samsung 1tB drive - 5400 rpm. Gonna switch to a 7200/10000 rpm or an SSD (if I can find $500 for a 1tB SSD!)
    - Switched to 500 gB Samsung 840 series SSD - WOW!!!
    PSU
    Why do we ask this for laptops?

Thanks for the advice but I will have to try that another time as I can't boot into the OS. Also I will enable the Admin account on future work. Seems like a catch 22 in that you need an admin account but you have to enable one before trouble happens. In this case I was able to use the pre-boot startup menu and use the F11 System Recovery. Was hoping to reset/restore so as to not have to start from day one with Win8.

You can boot to the repair environment in order to enable the Administrator account.
Use the command prompt option to do it (I can't recall if it's Option 1 or Option 2 that you use - so try both)

Unfortunately, sometimes the Startup Repair options don't work and the only other option is to do a system recovery.
