8.1 x64 BSOD on startup even with repair disc

Hi, I'm new here, don't know too much about diagnosing BSOD errors so I would be very grateful for any help.

Here's the deal, I was getting a few driver IRQL BSOD's when my system was running, I have had it built for about a week now.
But now I can't even boot, i get KMODE_EXCEPTION_NOT_HANDLED and SYSTEM_THREAD_EXCEPTION_NOT_HANDLED and some other errors I believe, after one of these comes up it says prepairing automatic repair then that will also crash and this then loops. I had seen other people saying they solved similar problems by removing the graphics driver in safe mode, but I can't even access safe mode so that made me think it might be a hardware fault.
I don't know how to save the dump file as I can't even get in to windows, can only access the BIOS
I have also tried running the windows disc to access advanced start up options to get in to safe mode but this also gives me a blue screen error.

Please help me before I go insane

I have a 4770K and Asus Maximus VI Hero mobo and 4x8GB Corsair RAM

    Win8.1Pro - Finally!!!

I've built PC's for around 30 years - and it wasn't until a bit over a year ago that I finally got one to work right the first time I booted it.

The first step (IMO) is to unplug the system from the wall, ground yourself (to prevent damage due to static discharge), and then check all your connections. To do this, you unplug each and every thing in the system and then carefully plug it back in - double checking that it's cleaned out and firmly seated.

When you use the windows disc, can you access Startup Repair? If so, does it give you a BSOD when you attempt to run Startup Repair?

First of all thank you for your time! I have checked all connections several times by removing and reconnecting. I have even tried another motherboard all with the exact same outcome.
When I run the start up disc, it only gets as far as the black screen with the white windows emblem and the dotted circle loading symbol then it crashes. I can't access anything at all, only the BIOS.

Most likely it's a hardware problem (IMO)
Do you have another hard drive to try?
How about trying one memory stick at a time?
Don't forget to use anti-static precautions - you don't want to fry components when you're trying to test them.

Have you tried to reinstall Windows?
Can you run these free, bootable hardware diagnostics: Initial Hardware Diagnostics
If you have UEFI, you may have to disable SecureBoot and enable CMS/Compatibility/Legacy in order to boot from the disks

Well I have 2 hard drives in the system, when I unplugged the one windows is installed on, the computer should of tried to run a fresh install on the other hard drive correct? But it still crashes at the black screen (I assumed this would rule out it being a windows/driver related problem) Let me know if that is true.
I have managed to run memtest86+ and allowed it to run 7 passes and no errors, also tried all 4 sticks of ram in another computer and they worked fine.
Do you think I should still run the HDD tests, or could it be a dead cpu?

    Try the hard drive tests.
Check the CPU to ensure that you have thermal compound between the CPU and the cooler. Make sure the cooler fan is running.

Beyond that, post over in this forum for more suggestions: Installation & Setup - Windows 8 Forums

    Good luck!

Thanks again for your help, just to let you know it was a dead cpu. I got a replacement and it worked fine.
