Bluescreen error 0xC000021A

Hello,
I have installed Windows 8 Pro on my PC and on my Laptop. The problem is since yesterday the laptop ist showing the error 0XC000021A. It only writes that my PC ran into a problem and needs to restart. After a restart it just writes the system must be recovered and if I click on "Recover" it only shows the Win8 logo and nothing happens. I tried it several times and always get the same error.
The biggest Problem is I cant access the BIOS and change the boot device, so its not so easy to reinstall Windows. I always have to open the device and to format the hard disk on an other PC.
Is there any way to solve this problem without reinstalling Windows? I cant access the PC so all the other ways written in the internet don't work in my case.

i don't know why I cant access the BIOS. If I press "F2" for the BIOS (it's not the Notebook written in the specs, it's an older Toshiba device) the picture of the post screen freezes and nothing happens. Also happens if I press F12 for Boot device.
I used Memtest to check the memory. There are no problems with the memory. Only one strange thing. The notebook has 3072MB of RAM and there are only 2814MB shown. I thought it's for the graphics. But the graphics might use 256MB of RAM, so there are 2MB which are just nowhere.
The HDD test is running. There are just over 4 hours of remaining time.

Ahhh, but your English is much, much better than my Deutsch (and I spent 5 years living in Bamberg (near Nuremberg))!

After the hard drive test, try running MemTest86+ on only 1 stick of RAM, then the other stick.
Then try each stick in the other's slot (individually)

I tested each RAM stick in every slot individually and tested them together in the other's slot. Memtest86+ always writes that there are no errors. The hard disk test had been successful too, no errors. Should I use the "Write Zeros" function of the Western Digital tool and reinstall Windows? Or do you have any other ideas?

What is the exact make and model of this laptop?
Older Toshiba's have a series of figures (icons) at the bottom of the post screen. It appears to freeze when you hit F12, but actually you can cursor/tab through each figure (there's a little underline mark that changes). It took me forever to figure this out on my old M45!

Have you run the tests for malware from this link: Free Online AntiMalware Resources
At the bottom of the page are bootable disks.

Or, if you write zeros to the entire drive, that'll wipe out anything on the hard drive.
Then you can reinstall Windows.
Please note that you will lose everything that's on the computer - so backup your stuff and ensure that you have the disks on hand to do the installation.

If I press F12 the device won't leave the post screen. This happens if I press any button, not only if I press F2 or F12. Don't know why this happens.
I could not run this test, because it automatically boots from the hard disk and if there is no hard disk it boots from the optical drive. So if I boot it, there is nothing to test. And I don't want to open my new Samsung notebook, to built in the hard disk, because it's really new (november) and I don't want to lose the guarantee.
I try to write zeros on the disk. Maybe there was an error the disk tool couldn't detect. Disk for Windows is always laying on my desk, so I don't have to stand up if I need it ;)
I say you what happened after this.

Hello,
I wrote zeros to all sectors and reinstalled Windows this morning. Started the notebook the first time, configured a few things and did a reboot. After post screen was the Windows 8 Boot animation, and after about 5 seconds the same Bluescreen appears.
Might the device have a problem with the 64bit OS? It has 3GB RAM and on the Microsoft page is written it needs 2GB.
Do you have any more ideas?

the reason you can`t access is because of the hybrid boot set up of windows 8. If you restart then you will be able to access your bios

I've also noted issues with some UEFI systems that won't boot unless the Legacy setting is enabled (mostly happens to me with HP's, but I suspect it on some later model Samsung systems).
