Youtube won't load in Chrome or IE

So about two weeks ago, Youtube stopped loading for me on Chrome (which is my default browser) and Internet Explorer. When I try to go to Youtube on Chrome, it loads for maybe half a second, before giving me an error message that says: "This webpage is not available err_ssl_version_or_cipher_mismatch" and in IE, it does the same thing but simply says "This page can't be displayed". Occasonally, if I shut off my laptop and leave it for a few days, then try to access Youtube, it will work for a few videos before going back to the error page, however it loads very slow and the videos aren't great quality. On my phone, youtube works fine, and on the laptop every other website is loading perfectly fine. When this problem first started, Google also wouldn't load at all, but now it works properly. I have no idea what is causing this, so if anyone can help me, it would be greatly appreciated!
