Solved will not go to default home page

it keeps throwing me into this msn.com- Hotmail, outlook, Skype, bing. and when I go into view and click on homepage it kicks me right down on what I already typed above. and in front of the msn box is a blue box with a white arrow. and I cannot get the blue box and arrow to move up to home page. now most of my problems with this thing are dealt with, but i'm still getting kicked off websites back to the "homepage" and I still have 4 bad programs that will not delete. but right now this is the real problem

Have you gone to Control Panel and verified AND saved your default home page (etc) settings on Internet Options?

yes. but still not working. the default is MSN.com - Hotmail, Outlook, Skype, Bing, Latest News, Photos & Videos so it's still msn.

wait a minute, what is shown as the default is not the default. that shown is what has taken over the PC as the default. I posted the real
default but it has disappeared. but now i'm not getting my outlook email so I've got to work on that one. but this outlook came with the PC,
so I have to go threw DELL for help with that one.

when you say 'post' not sure what you mean. Was setting made under the Internet Options of the Control Panel and did you click on "apply"?

yes I did click on apply. when I open a new home page I get this instead:



so I click on view to go to my home page and get this:



and when I click on home page this is what I get. it's the 3rd tab:



now this is on where I chose my home page;

home page is still wrong. ok, I magnified the page to give you an idea of what I want and what is wrong. I need to move the blue box with the check mark in it tp the home page, and make sure it stays there. how do I do that?
