Firefox 37.0.1, Windows 8.1 and everything up to date.
This has been going on for awhile. Stopped for a short bit and now started again. If I create an http shortcut on the desktop, the icon is fine. It's a white background with a Firefox logo and the upper right corner is folded over. However, if I click in the address bar and drag it to the desktop, the icon that appears is a blank white icon with the upper right corner folded over.
I went into my user profile and renamed IconCache.db to IconCache.db.old, then rebooted. No change. I run CCleaner and clean things out, still no change. Here's the shortcut I just made from this forum.
I know it's not a biggie but it's annoying. Especially when I move the link from the desktop to a folder where I store links that I don't want to bookmark.
Rather than clicking in the Address bar try clicking the tiny icon at the left end of the address and drag it to the desktop or to the Links/Favorites bar if you use it.

Right click on the link icon->properties->Change Icon then manoeuver to: C:\Program Files (x86)\Mozilla Firefox, click on firefox.exe and select the firefox icon with white background.
How about this:
Control panel > Default programs > Associate a file type........ > find .URL and associate with FF.
I got FF icon on any .url on desktop. That way you have to do it only once.

That works but..... I only get the main Firefox icon. Used to be that I'd either get the fav icon or the Firefox white/folded corner/Firefox logo on it icon. Also if I do that, bookmarks that stay permanently on the desktop change from icons that I set for them to the main Firefox icon. I'm used to them being different and can almost click the link I want without hardly looking.
OK, the icon on the left (#1) is what normal icons looked like when dragging to the desktop. #2 Is a fav icon (YouTube) that was drug to the desktop. #3 is what all icons whether on the desktop or in a folder change to by doing what you suggested (Control panel > Default programs > Associate a file type........ > find .URL and associate with FF). And #4 is what I actually get when dragging the link from the address bar.
If I right click/copy what's in the address bar and then create a new link, I get an icon that looks like #1.
