Cannot set Internet Explorer as default

Hello, I recently got a pretty nasty browser virus that messed with the two main browsers I use, Internet Explorer and Chrome. Now i'm pretty sure its gone though long story short I disabled Internet Explorer 11 in the process using "Turn Windows Features on off" in uninstall programs. When I re-enabled Internet Explorer it is now not on the list of programs in "Set your default programs" and neither is Google Chrome which I had to uninstall/reinstall. Now when I click a webpage shortcut I get the message "no apps are installed to open this type of link (https)". I've tried the internetexplorerdefault.exe you can download from windows but it doesn't work.
