My IE11 instance was re-sorting my shortcuts on the favorites bar no matter what I did. I'd drag a shortcut to a different spot and within 2 seconds it'd snap right back where it was. This started about a month ago (Sept 2014), and I've been using Win 8 ever since the Jan 2013 $39 upgrade offer, and never saw this before.
Here's how I fixed it, althought I'm not sure why this fixed it: I opened RegEdit and went to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\MenuOrder\Favorites\Links
I exported that entire Links key to .REG file on my desktop. Then I deleted that Links Key from the Registry. THEN, I merged my saved .Reg file back into the Registry, and lo and behold, I can sort manually again just by dragging. Go figure.
