Getting "timeouts" on one site.

All of a sudden on one of my favourite forum sites I am experiencing what can best be described as sporadic timeouts or disconnects.
The site owner has checked the servers and can find nothing.
I have just performed a clean install of Windows 8.1 and applied all updates, have also swept the system with both aVast and Malwarebytes, so I'm sure my system is clean.
Are there any tools I can use to help solve this problem?
If I were using a mainframe there would be traces and slip traps I could use to diagnose such problems; do such beasts exist for Windows systems?

I have one forum (phpBB software) that can go anywhere from almost immediate response to timing out. The sysop at the site says its zombies accessing the site that causes it. I don't really think that is the problem as the site has always had response problems, and its had several different servers and different pipes to the internet over the last 15 years (before there were zombies) that its been in existence.

Perhaps I should make it clearer: it's not really a timeout, more like a forced sign off or disconnect.

When I try to post nothing happens then if I refresh I have to sign in to continue.

Just found out that the IP address that the site sees is changing during the session and according to the forum software support guys this could be the cause of the sign-offs.
However, according to my ISP the changing IP address is a standard practice and they have always operated that way.
Since the sign-offs are a recent occurrence and since they occur on only one site, I'd have to agree that the fault may lie with the forum software used by the site but I have no idea how to prove this.

Any advice or info would be most welcome.

It might just be the site.

I ordered some shoes from LLBean tonight.
Their site froze my browser.
At least I got the order finished.

All other sites work good.{that I visit regularly}

I am still getting "logged out" or "signed off" from this one site.
This problem started in mid July and my attempts to get around it have included a clean install of Windows 8.1 Pro X64 and the installation of a new modem/router, a TP-Link W8960N to replace my D-Link DSL-G604T.

Both my ISP, Flip, and the forum support guys, insist that nothing changed on their side during July and that their methods of operation are bog standard.
The forum support say that I am their only user who has such frequent IP address changes. My public IP address sometimes changes every 2 minutes or so.
Other users addresses do change but not so often.

I turned on logging on my TP-Link W8960N but the only entries there are:-
"user.crit kernel eth0 link down"
"user.crit kernel eth2 link down"
the meaning of which I have not yet been able to determine.

Does anyone have any suggestions as to how I can further diagnose this problem?
