I download pages and then some video or banner sites come up gray with the message click here to run flash player. I do and flash player runs afterward. How do I fix this to begin with?

Maybe you have installed some adblocker or flashblocker, they usually block flash like that.

Why do want to "fix it"? It saves some bandwidth, blocks annoying flash banners and prevents flash viruses.
If you want to watch flash on some webpage, you can just add that webpage to exceptions with like 2 clicks.

It stops other website from downloading. And I tried the OPERA thing.
