Internet Explorer (8.1) Metro won't run!

I have had windows 8.1 for nearly 6 months and have never been able to use Internet Explorer Metro, I've reinstalled the OS 3 times, Reset internet explorer, turned it of at programmes and features restarted and turned it back on, I've cleared caches, turned off addons.
On reinstallation I have installed NO OTHER SOFTWARE the problem still occurs. I've run the Microsoft tools, to fix, the tools just say there is nothing wrong!
The guys at the Microsoft help desk can't fix it , the Microsoft forums can't either.

The only thing that happens is the big blue "E" appears and that's it, have the event viewer reports below:
They always occur in a group of 3 reports.

Well, this happened to me once, but in my case that had happened because I had made a non-Internet Explorer browser my default browser.

So, I'm sorry to say that I can't assist you any further. Wait a bit, some other member more knowledgeable than me will hopefully able to provide you a solution.

Does Steam or Battle log count as a browser, I suppose technically they are but heaps of steam users use windows 8.1 successfully.

Steam uses IE. Run WhoCrashed, to run those Dump logs in, to see exactly what is the cause. You could try and do a sfc /scannow in a Command Window.

First thing I did was an SFC, no integrity violations ever. There's no dump flies written to Minidump there is no system crash, I've never had a system crash that's caused a write to Minidump in 8.1.
I have implemented every solution posted on google, I've implemented every solution used to fix internet explorer in the past, I've used every solution Microsoft suggests and their apps repair tools.
Nobody at Microsoft's help desk has been able to fix this problem and the solutions they implement take hours for them to install and none work and eventually cause me to reinstall windows 8 because of the solutions they implement make my machine unusable.

This problem occur even if NO OTHER SOFTWARE IS INSTALLED, so it's not some software clash or Norton problem (Norton is apparently the cause of all computer problems).
