Yeah if I'm correct with assuming your issue?
When using Firefox or chrome, highlighting a link in a "Code" box and right clicking on it allows you to open the link in the current or new window. IE11 wont allow this, I haven't been able to find a fix personally.

Am I close?

My appologies, I mentioned that because the reply I gave is driving me crazy :)
DMHolt57 posted a possible fix above.

Is this when you are creating email or receiving?
What email application do you use?

When I type a link in an email, I dont get automatic underlined hyperlinks when I type them, to fix this immediatly after I type the link I press enter. granted I often have to backspace to get back on the line above but i can live with that.

If the issue "is" when you are composing, try sending yourself an email with a non underlined link, see if when you receive it, it is a live link (underlined)

I am using W8.1 mail app. any writing that looks like a link, is not hyperlinked. therefore, non clickable to get to the web (I use chrome, which is set to default). it does not matter if I am the sender or the receiver.

very frustrating

This is expected. Typically, the person who writes the email can decide if an link can be clicked. For example, observe how I can type out a clickable version of www.microsoft.com and a not-clickable version of Microsoft Corporation. The same process works in an email message -- the person who wrote it can make a link clickable or not.

But, some email programs are programmed to scan a page and detect anything that might look like a link. For example, it might search the page for the letters HTTP or WWW and automatically convert what it finds into a link. Programs such as Windows Mail and Outlook do this.

The Windows 8 Mail app does not do this, it has not been programmed to do so.

If this is a feature you'd like to see in the Windows 8 Mail app, please send your feedback and it will be taken into consideration in future versions of the app. See How to submit product suggestions or feedback for details.

I just opened the mail app in Win 8.1. yes, annoying.

The fix is, albeit annoying, highlight (select) the link, a toolbar opens at the bottom, click the link icon, it will pop up and offer you to add a hyperlink, by default, the link you highlight will already be there.

I hope that helps.

cheers

Yeah that's receiving, not composing, only shows when composing. Unfortunately the quote I posted above stands as far as I know. I wonder if there's a reg fix for it?
