Solved favorites list

yesterday I made the mistake of downloading and installing windows 8.1, not one of my brightest
moments. now the toolbar, or what ever it's called, not the one that I have set up to hide, the other one
with, among things, is the favorites thing I can click on and it drops down. but now it's sitting off to the right side of
the screen, where I don't want it. how to I put it back where I want it?


and I keep getting this thing popping up on the left side of the screen and it's has some kind of add. it takes several times clicking in the F5 till it stops popping up and I can get the full screen to stay. how do I keep that thing from
popping up in the first place?

this bar also has buttons to click on for "go to" and "refresh". now these were not the words at the top, but the actions that could
be done from this bar. but the whole bar is missing, and I want it back.
