IE proxy is hijacked and can't be changed

IE 11 tells me that my IE proxy is set to 127.0.0.1:9666
    so i can't browse websites.
And in the internet options, Lan setting , proxy is disabled....
And in the regestry, HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\ProxyServer is set to 127.0.0.1:9666,the most wierd is , i can't change it , even i delete it , it will appear again when i reopen the regestry editor... how can i solve it?

Not an answer as such, just a bit of guesswork here. Did a bit of reading around and time and time again I came across "Ultrasurf". Have you ever heard of it as a proxy software?

    See if this helps:

I'd run any ant-malware products you have. Interesting to see if you download another browser if that works.

How do you find the malware program if your browser(s) are disabled by the proxy hijack? I have this issue now too?
