In WinMail go to Tools/Options/Security and use the Internet Zone option as shown here:

    Hi Peter
That is how mine is set, however I have also ticked the boxes:-
    Do Not allow attachments
    Block images
So will un-tick these and try again
    Thanks

OK, good luck. It's kind of a hit-and-miss scenario with WM in anything but what it was meant for, Vista.

Upgrading/installing Windows 8 (actually 8.1 is current) will probably break Windows Mail as it isn't supported, even in Windows 7 let alone 8/8.1 but you can export, it is done in the normal way...what folders/files exactly are you wanting to move?

I'm aware Winmail is not supported in 7 or 8 but it's apparent I many others have got it to work.
I was inquiring about the Message Store of *.eml, the Contact List, storage filers, Rules, etc..
    Thanks & good day..........Bill

OK. Just follow the Vista Forums tutorials on the subject for exporting folders/messages etc: Windows Mail - Messages
The contact list is simply Windows Contacts and they are in your own personal library and can be "sent to" anywhere for backup. Or open Windows Mail and select File > Export > Contacts.
Rules are stored in the registry and feasibly could be exported I suppose but you would have to be very careful doing it. I would do a Google Search on that and remember that Windows Mail is Vista as that will help in the search.
The Tutorial on doing Windows Mail in Win 7 and above has been taken down by the owner of the forums because of incompatibilities, copyright reasons etc. But I can link you to a copy I have stored should you need it. I have it stored in the Cloud so would need your email address to give it to you. (Private Messaging isn't on for new users) - post it disguised as in abc AT xyz DOT com if you need the files to reinstall WM.

    Regards Windows Contacts.
I have a back up of my Windows Contacts on a flash drive / memory stick.
    Very simple to do:-
    Go to
    This PC
    C Drive
    Users
    The Folder with your name
You should now see Contacts, so just copy to your memory stick.
