Windows 8.1 Contacts in Users file/ folder

I need some advice, maybe I have gone brain-dead.

I am running Windows 8.1 Pro
I have all my contacts, plus several groups of contacts set up in the Contact folder located in the Users folder.
I assume as Contacts and Outlook are both standard in Windows 8.1 that they will naturally interface with each other, however so far I have failed with this.

I have also failed to get Office 2010 Outlook to read direct from the contact folder, however I have a version of Windows Mail (as used in Vista) reading / using from the contacts perfectly

My question is, what am I doing wrong. :confused:how do I get Outlook.com to read from this folder?

I know I can always export the info, however I use the Contacts in the user profiles on more than one PC and it is very easy to copy the updated Contact folder onto a flash drive/memory stick, and then copy it onto my other PC, I am sure there must be a way of Outlook.com using this file, else why would Microsoft make the contact folder part of the User profiles?

Outlook.com is a web based email and does not access the contact list stored in your user profile on the computer.

So please tell me what email client does access / use contacts in the user files ??? I know Win Mail (part of Vista) uses contacts, however as contacts are standard in the user files in Windows 8.1 I naturally assume it is meant to sync / pair up with something.

The beauty of the contacts folder is that you can copy it to a flash drive, and copy it to another PC, I do this myself so I can keep my Windows 7 Laptop up-to date. I should point out I run Win Mail on my lap top.
