Internet Explorer 11 will not open or run

I have 8.1 with IE11 which will not run or open. In desktop mode the icon lights up for about 3 seconds, no window ever shows up and then the icon goes back to normal. In metro mode it spins and maximizes on the screen but then goes away before anything else happens. I've tried several things to get this fixed including...


  • netsh winsock reset at DOS
  • removing IE11 and adding back via Turning on or off Windows features in "Programs and Features"
  • Removing any and all AV or Firewall software.
  • Applying all Windows updates
  • Resetting IE11 using its own reset button in "Internet Options"

Other browsers such as Chrome seem to work fine. I can ping by IP and name so I don't think its IP stack related.
What is going on? Thanks.

Have you tried running any system file integrity scans? The following link shows how to do this.

did not fix it.

Did it show that you passed the tests or did running the command show any errors?

It looks like updating Nvidia graphics drivers is solving the issue for many,. Are you able to go to the Windows update center?

Yes, running DISM did claim to fix some issues but I didn't note what they were since it was so generic in its message. I have run Windows update and there are no updates needed. My graphics card is an embedded Intel Q45/Q43 Express Chipset.

IE 11 won't open

I have had the same experience where ie won't open. In my case, I had Chrome as the default browser. The only way I could open ie was to uninstall Chrome, then reinstall and not choose a default. Now I can use either one.

finally I found a solution it is a corrupted iertutil.dll file located in "C:\Windows\WinSxS\x86_microsoft-windows-ie-runtimeutilities_31bf3856ad364e35_11.0.9600.17239_none_ef4fcf5ab71835a2" simply replace this file with a known good version reboot and ie11 will work no problem this issue is cause by a corruption originating in the content system which I'm working on in my case it was a system restore to resolve another issue that started it all off

Solved...no $$$ spent...Problem with addon, Shockwave MS 3rd party...NOT ActiveX Control Adobe. To disable >tools>manage addons>show all (if you need to)>disable Shockwave Flash Object

Since IE11 would not open by clicking the icon, it only "flashed", I opened it as "run as administrator", then I found the addon problem.

This problem was only on my laptop bought over a year ago...forced into Win 8.1, which I still hate. I'm also running Win 7 and IE11 on desktop with no problems.

Also, a phone call to MS ... they only offered a pay service to fix. I declined and found the problem afterward. Lot's of leads on www, but none about addons. yippeeee....

Hello! Excuse if this is solved, as it is rather late and I would not want to go through all the posts in this thread. I have the same problem. I'm running Internet Explorer 11 in Windows 7 Professional 64-bit but I suspect the cure will be the same inrespective of Windows version. When I click on a download I get the prompt to run, save or save as (for executables). If it is not executable I get open instead of run. But only save and save as is possible. When I click on run or open (depending on file type) nothing happens, as I didn't click yet. The same issue happens whether I get the choice at the bottom of the screen or in the downloads window (depending on link, some give the choice directly, others open the download window). I have already reset the security settings and the advanced settings to default, nothing changed. Flash, Shockwave, Java are all updated. The "do not save encrypted pages" box is unchecked. I saw something about a corrupt iertutil.dll file. I'll try restoring that from backup or using the sfc command. Anything else I should try?

PS: This is the office PC, not the one in my specs. I don't think it is relevant, but if you need the specs let me know. And no there is no access or download restriction from administrator. I can download everything in Chrome.

EDIT: Probably some Windows update fixed it. Thank you.
