I need a way to turn off that round circle with 2 arrows inside that appears on the middle of the screen

AutoScroll would be a mouse setting instead. You might double check your mouse settings to see if has an option like for my mouse below to turn off or select a different task for the middle button instead.

ugh, am I forced to install the whole stupid invasive touchpad drivers/package ? its like 30 mbs & I try to keep my registry as light as possible. I believe there should be another way of achieving this, I also disabled the touchpad in the bios settings since it interfers with my palm & the fingers touching the first right/left click buttons near the alphanumeric keys

Using the touchpad settings from it's installed software/driver is the only way that I know of to adjust them.
