Flash Player .sol file loses read-only attributes in Win8

For earlier versions of Windows and IE, we set the Flash Player settings.sol file to "read-only" to keep Flash Player configurations consistent for all users. Users are then unable to change their Flash Player settings. However, when launching IE10 in Desktop mode on Windows 8 we are able to change the Flash Player settings using Flash Player Settings Manager (http://kb2.adobe.com/cps/155/tn_15507.html). As soon as the user attempts to change a setting, the "read-only" attribute on the settings.sol file is removed and the file gets modified. Has anyone come across this issue? The version of Flash Player is 11.3.372.94 and it is embedded with IE10. We're attempting to use Group Policy to set user permissions on the file to "deny-write", but so far that has not been successful.
