Sending email 'Contacts' to 'People' app.?

How do I send my list of email contacts in 'File Explorer' to the 'People' app?

First goto contacts in file explorer...
Then click on export....See below:
Capture.PNG
Save the file to desktop.

Then goto outlook or hotmail or live on the web...
Sign in and goto people:
Then click on manage then add people:
Then "Import a file"
import the file saved earlier from the desktop.

This account can be managed from here not on your Phone or other devices...

Thanks for answering Tarka Dal. I did try & 'Export' all my email contacts in 'File Explorer prior to your suggestion, but couldn't find a destination named 'People'. I tried again with your comments, but didn't get very far again.
I selected 'Contacts', then 'Export', a box opens titled 'Export Windows Contacts' with 2 different formats to select from: CSV or VCards .vcf. I didn't know which one to select so I chose the VCards .vcf. Clicked on 'Export' & a dialog box opens titled 'Browse for folder' with the request to 'Select the folder for VCF export'. I presume I should select 'Contacts'. Is that correct? Anyway I did, & a dialog box opens: 'Your contacts have been exported in the new format you chose to the location you selected'. But I hadn't up to that point selected any location. What am I doing wrong?
There is no 'People' in the 'Browse for folder' box & even if I had made a new folder titled 'People' & chose that would that have worked?
I also couldn't see any 'Manage' in 'People'. I'd appreciate all further help. Thanks.

I've just noticed that I've exported my 'Contacts' file back into the 'Contacts' file, so now I have 2 sets. Silly me!!!

First goto contacts in file explorer...
Then click on export....See below:

Save to DESKTOP as a csv file.

Go to your mailbox at your email address
E.G. yourname@Live.co.uk or .com
or yourname@hotmail.com
or yourname@msn.com
or yourname@outlook.com
Login...
Where it says "live mail" or "hotmail" or "outlook"
click on the down arrow

Then click on "People"

Then click on
"Import a file"
import the file saved earlier from the "DESKTOP".
All your contacts should now be in People...

Tarka Dal, I don't have a down arrow. My email title is NTLworld. Where is the 'Import a file' in 'People'? I believe I may have found the solution if I can sort out my email details. I select the 'People' app>Charmsbar>Settings>Accounts>Add an account>Select the name of my email acct. fill out the email details & it should sync with my email 'Contacts'.

Are you not logged into outlook?
Are you on Windows 8?
This won't work with virgin media or NTL. This will only work with Microsoft Mail.

Yes I am using Win8 with a touchscreen.
I'm calling Virgin later on today to find out whether they set up my email service in Outlook or NTL.
I entered a couple of email addresses in my 'People' app. When I press one of these names it immediately takes me to my email service in 'Mail' with the 'To' box' filled out with the name I selected. So what does that tell us other than the fact that the 'People' app is connected to the 'Mail' app, correct?

I am in my Outlook email screen and I don't have an arrow next to "Outlook" at the top of the screen either. I have my contacts on my desktop as a csv file, just need to know how to import them into People.
