Internet Explorer Will Not Work on Desktop

when I try to load up Internet Explorer on my Windows 8 Desktop, all I get is this blank screen:

It was not IE8, it was IE10 Desktop.
Can you actually type or load any page?
If blank shows up only when you start IE, you might set the Homepage to about:blank.

I tried starting up IE10 in a new tab and that worked, but it'll only work if I do that. What is causing that?
