Here's the easiest way: Open the page in your browser of choice, then click and drag the icon just to the left of the URL onto your desktop. Capture.JPG

Come on guys what is this?

I just checked and works the same in Win8 as you said it works in Win7. :)
right click desktop, select new, shortcut, etc

And...
But will this put it in Win 8 Start screen where all the tiles are? Sorry if I wasn't clear in the original post.

NO. It's not in the start screen: the shortcut is in the folder you right click (be it on the Desktop then).

Use a normal (desktop or windowed mode) browser to test it out.
If you use Metro IE, then it opens in fullscreen "start screen look" so let's avoid confusion here.
The shortcut is made where you right clicked, has to be a folder where you have writing (access) rights.

Case closed.

EDIT: to add your custom shortcuts to the Start Screen (or Start Menu in Win7) you'll have to place them in:
"C:\Users\<YourUserName>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs"
where <YourUserName> is replaced by your user name of course.

If nothing helps, follow the great tips Mr. Brink posted below.

That's all I had to add.
Good luck. :)
