IE8 and 9 wont even install on Windows 8. Microsoft wont allow retrograde installations such as that for security reasons. Have you tried setting IE10 to always use Compatibility View?

If webpages don’t display correctly in Internet Explorer 10 Consumer Preview, you can view the website in Compatibility View in Internet Explorer 10 Consumer Preview on the Desktop.
To do this, swipe up from the bottom of the screen, (if you’re using a mouse, right-click on the webpage) and then tap or click the
Page Tools button on the bottom of the Internet Explorer 10 Consumer Preview window and tap or click
View on the desktop.
The webpage will open in Internet Explorer 10 Consumer Preview on the Desktop.
Next, to turn Compatibility View on, tap or click the
Compatibility View button to make the icon change from an outline
to a solid color
.
If you have a site or a page that doesn't look right with Internet Explorer 10 Consumer Preview, you can submit that site for investigation.

If that doesn't work then it's up to the software manufacturer to make it work.
You could also try making the software run in Compatibility Mode with earlier systems:
