Do you have Desktop apps or items pinned to the Start Screen?

We might need to try a different way to pin the icon just to be sure.

Ok, I think something could be iffy with the shortcut if it's not opening.

Go to the iexplore icon in the Program Files and hit copy. Then go to the Start Screen and right click on your iTunes tile and on the bottom, hit Open file location. This opens a new window where your Start Screen items are pinned to. Which by the way, is real handy if you need to clean up a LOT of programs and help files more quickly. Then from there...

Hit Paste Shortcut. Go to Start and scroll to the end, and a shortcut tile will appear in a couple of seconds. See if that will work.
