Solved Failed to activate Windows

I have just completed building my new PC. Details listed
Firstly besides the various hardware items, both the HDD and the Windows 8.1 64 bit (with free Win 10 upgrade) OS had been intended for my new PC, which was necessary to replace my personal PC which had been stolen from my premises in a robbery some months ago.
Now in the interim a family member donated Acer Veriton X270 machine less HDD and OS to assist me with continuous connectivity.
Now the problem I have is that after installing the HDD and OS I activated the retail version of Windows 8.1 with the intention of upgrading to Windows 10 on when it was released. Unfortunately I discovered that I was unable to upgrade due to the Acer machine not having sufficient graphics.
To make matters worse the Acer PC failed to boot this morning due to a PSU failure.
I have installed both the HDD and OS into my new machine and receive the following message when I attempt to activate Windows:
"This product key is being used on another PC. Please try another key."
I now look forward to receiving any comments that could assist me in resolving this matter without my having to incur any further expense.

    I have just completed building this PC which replaces the previous Acer Veriton X270 which was used in the interim.
    1TB HDD transferred from previous PC for Backup and primary file storage.
    8.1 64 bit OS installed (Retail Version) to be upgraded to Windows 10.
"This product key is being used on another PC."

The activation page shows the following message (see screenshot below):

This product key is being used on another PC. Please try a different key.

Note: Click on the Call support option (see screenshot below).

Note: The activation robot asks you how many PC's you have installed Windows on. The correct answer is number 1.

Thanks for your response.
I am presently downloading the Windows Installation Media Creation Tool to enable me to transfer the OS my new PC.
Plan to connect another PSU to the existing Acer Pc tomorrow in order to remove existing license in according to MS transfer instructions.
Will keep you posted.

I have obtained prices from various suppliers for a replacement PSU that has failed in the Acer Veriton PC and ity would appear that my best bet is to rather opt to purchase a copy of windows 10 64 bit operating system as the cost is only about 40% more than it would cost me to replace the failed PSU.
So yes in my mind this would be the better and quicker way to solve my problem.
