No, it wasn't included. It's usually a standalone update. I've just checked with IE, after installing the update and rebooting, and it's still using version 18.0.0.203. You can check your Flash version on this page.

I was surprised to see Windows Defender updating it's definitions when I have Avast installed (free version). Both are now reported as fully operational and running.

That's probably your Flash plugin updated, which is used by Firefox, etc. It's likely that that was automatically updated. However, the ActiveX plugin that IE uses and that's supplied by Windows Update has yet to be updated. Take a look at the date of the file FlashUtil_ActiveX.dll, which you'll find should be dated 6th July or thereabouts, but not 14th July, which the updated one should be dated. Better yet, right-click the file, then go to Properties, then Details, and you'll see what version it is there.

BTW, with IE, did you go to the page I linked to? If you did, what did it say your version was?

18.0.0.209 came out today, recall my post, for both Firefox and IE.

Yes, I'm well aware of that, at least in relation to the Flash plugin, and have updated that Flash plugin. The poster I'm responding to is talking about the Flash ActiveX plugin that comes with Windows Update. I'm just saying that the update KB3065822 doesn't supply the latest Flash ActiveX update for IE. The Flash plugin and the Flash ActiveX plugin are different and supplied differently. You can check this by going to the official About Adobe Flash page that I linked to above, which will give you your current version for that browser and what the latest one should be. Go to that page with IE, then see what it says your version is.

That IE update today was to fix exploits in IE itself, not in Flash; that should come later. The Flash plugin that Firefox sees should automatically update itself, but the one that IE uses comes through Windows Update, and that hasn't, at least from what I can tell, come about yet.

Strange because i did the 18.0.0.203 few days before 18.0.0.209 and went into IE then 203 and i did no windows updates till today. No ill effect on IE as there was on Firefox, have to wait and see, even Control panel shows newest version of Adobe there.

Here's a link about the installation and settings for Flash in Windows 8's IE (should be the same for Win 8.1).

Flash Player Help / Flash Player issues | Windows 8

Another way to see what Flash version IE is using, as mentioned in the page linked above, is to go to Settings (cog wheel), then Manage Add-ons, then below the Add-on Types box there is a dropdown box, select All Add-ons. Then you can select the entry for Flash in the box to the right, which should give you the details of the version in the box below.

As per Mooly on another post Microsoft updated Flash in IE on July 16 2015, through Windows update.
