Can 7->8 upgrade license be transferred to another laptop?

Remember the period following launch where they had W8.0 for $14.99 for qualifying systems with Windows 7? Can that 8.0 license be transferred to another laptop of another brand?

Note: Click on the Call support option (see screenshot below).

Note: The activation robot asks you how many PC's you have installed Windows on. The correct answer is number 1.
