Windows 8.1 update causing major problem!

I installed the Windows upgrade 8.1 on my Compaq laptop. When I restarted the computer, my desktop came up with the following error msg.

EXPLORER.EXE - APPLICATION ERROR
THE INSTRUCTION AT 0x3f30640c REFERENCED MEMORY AT 0x3f30640c.
THE MEMORY COULD NOT BE WRITTEN.
CLICK OK TO TERMINATE THE PRORGAM.

The problems I am having are:

1. When I try to click terminate, the box continues to pop up & then the computer will refresh the desk top.

2. I cannot access anything. When I try to open anything, nothing happens.

3. I contacted Microsoft and was told I purchased MS windows when I bought my computer so I need to contact HP. And HP is telling me my computer is out of warranty.
What I want to know is, why isn't MS held responsible for it's own product regardless of who it is bought through? Is this normal business practice in the computer world?

4. When the Windows update popped up I thought it was mandatory to keep my computer running correctly. Where did the pop up come from, HP or MS?

Any help will be appreciated.
