So i recently got windows 8.1. Doing so, I wanted to keep my pc as clean as possible. Do I really need the 20 different security updates and like 15 updates for windows 8.1? Can't i just get the latest ones and omit the others?

You generally need all the ones Windows Update presents to you. One exception to this is installing Windows 8 and then updating to 8.1 I was able to apply just the one update documented as necessary to make the 8.1 update appear in the Store. (Actually two updates are documented as necessary, but WU only presented one of them to me, and it was sufficient.) Thus, I avoided applying a bunch of updates to my fresh 8.0 install that would have been immediately superseded by the 8.1 update.

These are not cumulative updates. Therefore you have to really load them all. They are mostly for security and stability, I certainly would..and do...load them.
