I try that many times still not repairing.... Im using windows 8.1 if I refresh my pc the updates I have installed will also removed??what I mean this things

You tried "what" many times? One or both of my suggestions? FYI, you mentioned neither in your opening response. See here for refresh impact:

darn updates will be removed...what im saying is I already did "Dism /Online /Cleanup-Image /RestoreHealth" ​still not yet fix..
