Any way to enable Windows Update notifications?

I have Windows Update set up to "Check for updates but let me choose whether to download and install them". Before in Windows 7 there was a balloon popping up in the tray every time new updates were available for download. I know that these balloons are gone in Windows 8, but I'm not getting any notifications AT ALL except for those in the bottom right corner of the Start screen after reboot.

But as far as I know I'm supposed to get notifications in this way:


Where can I enable them?

To my knowledge, update notifications show up on user log in screen.

I know, but according to the screenshot above they should show up anywhere. It's not convenient to see the updates only after restarting or opening the Control Panel.
