RTM > Release To Manufacture. I do believe they already have it.
Yes, I believe they do. The updates are on MS servers.
RTM is abit of a loose description. There may be another couple of additions in the near future.
Looks like they are trying to scrape some more from the bottom of the barrel with their under $250 systems. It was interesting how that was translated into 180 Euros. Whoever did that had no clue - you have to add 11% import duty and 19% sales tax to that (e.g. in Germany). My guess would be it ends up to be 250 Euros.
The author is comparing one base price with another - no tricks. Currently that is 181 euros.
But possibly the article misrepresents the actual statement/rumour.
Microsoft reportedly has plans to slash the licensing price of its Windows 8.1 OS to just $15 for on all devices that retail for less than $250, which could bring them into direct competition with much cheaper Google and Apple devices on the market.
This was a little closer to the fact:
Microsoft Said to Cut Windows Price 70% to Counter Rivals - Bloomberg
Where in Europe can you get a laptop for 181 Euros.
Nowhere, as far as I know, but the article did say
"Rumor has it that Microsoft is offering license price cuts to OEMs in order to build devices that would hit the market with a price below $250 (€180)"
