Windows 8 Internationalization Efforts Expanded
Microsoft has expanded the efforts designed to internationalize the next major iteration of the Windows operating system, especially around terminology defining the evolution the platform’s evolution.
Softpedia readers might remember that the Redmond company asked users in China, Japan, Germany and France to help it translate some new technical terms in Windows 8 back in September 2011.
The software giant is doing it again, but this time around for no less than 23 languages on top of the initial four corresponding to the countries above.

I'd suggest a better effort might be to keep the base core of Languages but expand considerably the number of Installable Interface Language packs (and make these available on Home Premium editions too).
I'm happy for example I can get an Interface pack on W7 in Icelandic -- same for Office too -- That translates most of the stuff and even "the man in the Street" has a base level knowledge of English.
I'm sure if you concentrate on say 10 or so of the major languages and allow the rest to use sensibly Language Interface packs it would take much less effort and be 99.999% similar / satisfactory
In any case it's INDIVIDUAL HOME users who are more likely to want specific languages as large corporations tend to have people who usually speak some sort of English / French / Spanish /Russian and today some variants of Chinese.
