I'd suggest you would be better off installing EXTRA LANGUAGE PACKS -- then the above problem won't be applicable.

In addition, if you’ve installed a language pack, the update automatically removes it. “If you’re running Windows 8 and have installed a language pack or a language interface pack, they’ll be removed when you install Windows 8.1 Preview,” the software maker noted.

Then you would have to reinstall them.
