Is it possible to have two separate users, one local and one Microsoft on the same Windows 8.1 PC?
Thanks in advance for your help.

Yes, is the short answer. Usually when you install you access your MS account or create one. All you have to do after that is go to control panel/users and create a Admin local account. When you reboot you'll have the option to boot in to either account.
