Solved Uac won't enable Windows 8

I disabled uac a while ago but I wanted to turn it back on recently to access metro apps and stuff. I tried turning it on the default way through the control panel and through the registry EnableLUA 1 way then restarted but uac won't turn on and I keep getting that message.

I have disabled uac as a nuisance what am I missing if its not on? Everything seems to be working fine?

You can't use metro apps and stuff. I figured out what was wrong. I needed to update then uac turned on.
