Laptop can't login, be fixed or reseted.

One day, I logged on my laptop and it popped up something and it said,
"User profile service service failed the logon. User profile cannot be loaded"
So when I press OK, it would just sign me out and restart to the login screen.

So, I did Shift + F8, and got on the menu to reset my laptop, but it had an Error 80070490
I went online on my phone and I searched up the error and it had no results on the Error.

The problem is that I can't login, or reboot.
So I can't logon to fix the Error, and I can't reboot because of the error.


Can anyone help? Or atleast try?

You will have to use the Windows install media.
Try running the following command
