Hidden user category in windows 8.1. Why?

Hi, I just found out through my AV that there is a hidden folder category I can't seem to find normally.
And I wonder why and how I can tell windows to let me see it, the folder path is as follows:
C:\Users\All Users
Only way for me to see it is to actually type in the above in the adressfield in file explorer.

Anyone who would care to enlighten me about this?
As in why and the reason it is so super hidden.

It is a link - The actual folder is C:\ProgramData\ I think.

Edit - I guess it is for compatibility with older versions where the path existed.
